LIHEAP Offers Financial Assistance with your Energy Bills

The Low-Income Home Energy Assistance Program offers help if you're struggling to pay your home heating bills.

LIHEAP is funded by the federal government and administered by the Pennsylvania Department of Public Welfare. The program provides cash grants to help families with heating bills and crisis grants to help families that are at risk of losing their power or coping with heating emergencies, like equipment breakdowns.

If you have an active PPL OnTrack account and receive a LIHEAP grant that results in a credit on your electric bill, you should not make an OnTrack payment until all of the credits are exhausted.  The credit will appear on your electric bill. You will need to review your bill each month to know when to start making your OnTrack payments to avoid defaulting from the program.

What is LIHEAP?

  • LIHEAP is a grant you do not have to repay for the help you receive.
  • You don't have to receive public assistance to qualify.
  • You don't need to have an unpaid heating bill.
  • You can either rent or own your home

(1) LIHEAP Crisis Exception:  This year customers whose power has already been shut off and are "without heat" can apply for a crisis exception grant in addition to the LIHEAP cash grant.  To qualify a household must meet the eligibility for LIHEAP Cash Benefits and must verify that the Main or Secondary (used to operate the main heating source) has been completely shut-off.
(2) LIHEAP Crisis Benefits:  These grants are for customers that are at risk of having their power shut off.   To qualify customers need to have applied for the LIHEAP cash grant and have received a 10 day shut-off notice. 

How To Apply:
Apply by printing the LIHEAP application and mailing the completed application to your county agency.  You must also include proof of your household income.  Follow these 3 easy steps to apply:

  3. Mail the application along with your proof of income to the Department of Public Welfare Agency in your county.  Click here to view the list of agencies.
