Winter Relief Assistance Program (WRAP) 

WRAP helps customers living on low or fixed incomes reduce their electric bills and make their homes more comfortable.

Through WRAP, customers may qualify for energy education, energy-efficient appliances and home weatherization services such as insulation and caulking.

WRAP is administered by local agencies. All WRAP services are performed by professional contractors at no charge to customers.
